Issued in 1923 for the collection of documentary (stamp duty) taxes in the Semirechye (Zhetysu) region of the Turkestan Autonomous Soviet Socialist Republic, then part of the Russian SFSR. Semirechye, known historically as the “Land of Seven Rivers,” occupied a vast area of southeastern Central Asia and later became part of modern Kazakhstan and Kyrgyzstan.
These early Soviet revenue stamps reflect the administrative and fiscal reforms introduced during the formative years of Soviet rule in Central Asia. Printed in modest quality on thin paper, they feature the distinctive regional emblem and were used on legal, financial, and administrative documents subject to government fees.
Semirechye revenues are an important specialty within the fields of Soviet fiscal philately, Central Asian postal history, and the revenue issues of Kazakhstan and Turkestan. Genuine examples are increasingly difficult to locate, particularly in sound condition.
A scarce and historically significant fiscal issue from the early Soviet period.
